El Niño and Your PNW Garden - 'Cuz Ali Asked
What the Pacific is doing, how it reaches Zone 8b, and what to do (or not) in the garden.
What El Niño actually is
El Niño is not a storm and not a forecast — it is a recurring shift in how the tropical Pacific Ocean and the atmosphere above it interact. It matters to PNW gardeners because it nudges the odds for an entire winter when the region banks the water it spends all summer.
The mechanism, briefly
In an ordinary year, trade winds blow east to west along the equator, pushing warm surface water toward Indonesia and letting cold water well up off South America. During an El Niño those trade winds weaken or reverse and a vast area of the Pacific runs warmer than normal.
That warm water changes where thunderstorms form, which changes atmospheric pressure patterns, which changes the position of the jet stream. A pool of warm water near the equator ends up deciding whether a December atmospheric river lands on Portland or on L.A.
El Niño, La Niña, and Neutral
These are the three phases of one cycle, the El Niño–Southern Oscillation (ENSO). El Niño is the warm phase, La Niña the cool phase, and neutral is everything in between. The cycle runs roughly every two to seven years; neutral being the most common state.
How it is measured
NOAA tracks the Oceanic Niño Index (ONI), the rolling 3-month average temperature anomaly—difference from average—in the surface waters of the east-central tropical Pacific, near the International Dateline.. Officially, El Niño conditions require the ONI to sit at or above +0.5 °C for five consecutive overlapping three-month seasons.
Index values of +0.5 or higher indicate El Niño. Values of -0.5 or lower indicate La Niña.
The calendar
El Niño events typically emerge in late spring or summer, strengthen through autumn, peak between November and January, and decay through the following spring. NOAA publishes an updated ENSO diagnostic discussion once a month.
How it reaches the Pacific Northwest
El Niño's effect on the Pacific Northwest is a shift in the odds, not a script. Read every tendency below as "more likely than usual," never as "will happen."
The jet stream moves
During El Niño winters the polar jet stream tends to retreat north into British Columbia and Alaska, or to split, sending a subtropical branch into California.
What that means for our weather
- Warmer-than-average winters. Fewer and shorter cold snaps, higher overnight lows, a shorter stretch of genuinely dormant weather.
- Drier-than-average winters. Less total rainfall between November and March, and often longer dry gaps between systems.
- Reduced Cascade snowpack. The most consequential impact by far. Warmer storms drop rain instead of snow, and the snow line rises. Snowpack is the reservoir that feeds streams and municipal supply through the dry season.
- Earlier spring. Bud break, and blooms can all run ahead of schedule.
- A drier following summer. A low snowpack and an undercharged soil profile carry the deficit straight into July and August; water bills are bound to get ugly.
What it does not mean
El Niño does not cancel winter. This is the single most expensive misconception for gardeners here. A warmer-on-average winter is an average across months; it says nothing about whether a push of arctic air down the Columbia Gorge in January may drop Portland into the teens for three nights. Some of the region's damaging freeze events have landed inside otherwise mild winters — and a mild autumn beforehand makes it worse, because plants that never hardened off properly meet that cold unprepared.
Current outlook
El Niño Advisory — ModerateONI +1.39 °C (MJJ 2026), moderate and strengthening
The Pacific is running in a clear El Niño pattern, with the Oceanic Niño Index at +1.39 °C for May-June-July 2026, solidly in moderate territory and still strengthening. This is only the second consecutive season past the ±0.5 threshold, so the episode hasn't yet run long enough to meet NOAA's formal five-season criterion, but the magnitude and trend both point toward a real signal rather than noise.
In the Next 30 Days
- 1Keep deep-watering trees, shrubs, and any new plantings through the rest of August: our dry-summer pattern is unaffected by El Niño and the ground will only get thirstier before fall rains arrive.
- 2Start fall bed prep and bulb/perennial planning with an eye toward a possible warmer, drier winter ahead, but don't swap out cold-hardy zone 8b picks for marginal ones on the strength of this signal alone.
- 3Inventory and repair frost cloth, cloches, and row covers now, before the September rush: a moderate El Niño lowers the odds of a hard freeze this winter, it doesn't remove them.
- 4If your garden or rain barrels depend on municipal water sourced from Cascade snowmelt, factor in the moderate El Niño's typical lean toward below-normal snowpack when planning next summer's irrigation needs.
- 5Hold off on major changes to your winter mulching or windbreak setup; use this window to finish routine dry-season maintenance instead.
- 6Check next month's Climate Prediction Center update before finalizing any winter garden decisions: this El Niño is still strengthening and hasn't leveled off.

The practical playbook
These recommendations assume a warm, dry El Niño winter of moderate strength or better. In a weak event, apply them lightly.
1. Water: the one that actually matters
Winter-water your evergreens
Portland gardeners are trained by forty inches of annual rain to never think about watering in winter. Winter drought is the silent killer — the damage shows up in April as browning and diebacks that get blamed on cold.
- During any dry spell of two to three weeks, water deeply when soil is unfrozen and the daytime temperature is above 40 °F. Water in the morning so it soaks in before nightfall.
- Prioritize broadleaf evergreens — rhododendron, camellia, laurel, boxwood, evergreen huckleberry. They transpire all winter and have no dormancy to protect them.
- Anything planted in the last two years has a root ball that has not yet reached surrounding soil, whatever its species.
- Containers dry out fastest and are the most common winter-drought casualty. Check them monthly at minimum; they get no benefit from soil moisture around them, and eaves keep the rain off.
- Plants under eaves, overhangs, or dense conifers may get no rain at all even in a wet winter, plant them wisely if gardening is not your thing in winter.
Build for a dry summer now
I've never seen it happen but... low Cascade snowpacks in March always mean potential water rationing in August. And with our last winter 2027 could be interesting.
In other words, the work that pays off is done in autumn and winter, not during the emergency.
- Install drip or soaker lines on a timer. Drip delivers roughly twice the usable water per gallon compared to overhead sprinklers, which lose much of it to evaporation and wind.
- Mulch 2-3" deep with bark, leaf mold, or compost. Keep it pulled back a few inches from trunks and crowns so you are not trapping moisture against bark.
- Set up rain capture. A dry winter still delivers rain, just less of it and in fewer events. Barrels and cisterns are worth far more in a dry year than a wet one.
- Water deeply and infrequently. Frequent shallow watering builds shallow roots that cannot survive a restriction. Fewer, longer soaks drive roots down.
- Decide your triage order before you need it. Established trees and shrubs are irreplaceable and should be last to be cut off; lawn is the first thing to let go dormant; annuals and vegetables are a seasonal choice you can simply scale back.
Check the soil, not the calendar
Dig down four inches with a trowel or use a moisture probe. Surface soil in a Portland winter can look damp from a passing shower while the root zone underneath stays bone dry. The trowel settles the argument in ten seconds.
2. Cold protection: do not relax it
- Keep frost cloth and row cover on hand all winter. The risk in an El Niño year is not more cold, it is being caught unprepared by the cold that still arrives.
- Watch for poor hardening off. A mild autumn lets plants stay soft later into the season. Stop feeding nitrogen by late summer so growth firms up before real cold.
- Resist early pruning. Mild February spells are tempting, but pruning pushes tender new growth that a March freeze will take. Hold to your normal timing.
- Dry soil freezes harder and deeper than moist soil, and offers roots less thermal buffering. Winter watering is also freeze protection — water ahead of a forecast cold snap, not during it.
- Know your microclimates. South walls, driveways, and structures hold heat; low spots and open exposures collect cold air. In a marginal winter these differences decide what survives.
3. Timing: beware the false spring
- An early bloom is a liability, not a head start. Warm February weather can push fruit trees into bud break weeks early, expect a lighter harvest in these years.
- Hold your last-frost date. Portland's average last frost is mid-March. Tomatoes, peppers, basil, squash, and beans still wait for reliably warm soil — usually early May.
- Soil temperature beats air temperature for deciding when to direct-sow.
- Cool-season crops may get a longer runway. Overwintered kale, chard, leeks, and garlic often do well in a mild winter.
4. Pests and disease shift, they do not disappear
- Expect heavier spring pest pressure. A mild winter kills fewer overwintering aphids, slugs, spider mites, and root weevils. Scout early rather than waiting for visible damage.
- Slugs stay active all winter in mild wet spells instead of hunkering down. Bait or hand-pick through the winter rather than starting in March.
- Wet-weather fungal problems may ease. Rose black spot, peach leaf curl, and apple scab all depend on prolonged leaf wetness, so a genuinely dry winter and spring can mean a lighter year. Keep dormant sprays on schedule anyway.
- Dry-weather problems get worse. Spider mites and powdery mildew both thrive in warm dry conditions. Watch the undersides of leaves from late spring.
5. Plant choices for a drier normal
If you are replanting anyway, a run of dry years is the moment to shift the palette.
- Northwest natives: Oregon grape (Mahonia aquifolium), red-flowering currant (Ribes sanguineum), manzanita (Arctostaphylos), evergreen huckleberry (Vaccinium ovatum), western sword fern (Polystichum munitum), Oregon stonecrop (Sedum oreganum).
- Mediterranean plants suited to wet winters and dry summers: lavender, rosemary, sage, ceanothus, cistus, santolina.
- Tough perennials: yarrow, echinacea, agastache, sedum, ornamental grasses.
- Fruit: if you are planting new trees, check chill-hour requirements. High-chill apple, pear, and cherry cultivars can bloom erratically after a winter that never delivered enough sustained cold. Lower-chill selections are the safer bet in a warming, El Niño-prone pattern.
6. Lawn
- Raise the mower to three inches or higher. Taller grass shades its own roots and holds soil moisture measurably better.
- Let it go dormant in summer. Brown fescue and ryegrass are dormant, not dead, and will green up with autumn rain. Watering a lawn through a drought will not help you make friends in this town.
- Overseed and aerate in autumn, when rain and temperatures do most of the work for you.
7. Stay current
ENSO forecasts are revised monthly, and the strength estimate matters more than the label. NOAA's Climate Prediction Center issues an updated ENSO diagnostic discussion on the second Thursday of each month; the Northwest River Forecast Center and the Oregon Water Resources Department publish snowpack and water-supply numbers through the winter.
